Head of Research

Maurice Kabazzi Lwanga is an East African legal and compliance professional working at the intersection of technology, law, policy, and human rights, with a particular interest in public interest technology. Before pursuing his advanced legal education, he was an IT Training Manager at Ezone Internet Café and Ezone School of Computing, responsible for quality assurance and course delivery of IT short courses. He is one of the Research Assistants to Dr Daniel Ruhweza in the Department of Law and Jurisprudence at Makerere University School of Law, where he supported a book chapter on The Impact of Disinformation and Misinformation in Light of an Informed Uganda, under the project Democracy versus Mis- and Disinformation in Africa. Maurice is a member of the African Court Coalition and the Pan African Youth Alliance on Business and Human Rights (PAYA-BHR), where he draws on his litigation background to advance public interest technology (PIT) approaches for social justice and equity in responsible technologies. He pursued his legal studies at Makerere University and the European University Institute, Italy, and has undertaken further training in Intellectual Property Law, Computers and the Law, and Data Protection and Privacy, including a data protection training with USAID and the Centre for Intellectual Property and Information Technology Law (CIPIT) at Strathmore University, Nairobi, as well as Clinical Legal Education from the Public Interest Law Clinic of Makerere University School of Law. Maurice's interests include AI governance, cybersecurity, data protection, digital payments, digital infrastructure, civic tech, and public innovation, particularly how these areas intersect with human rights and public interest technology. His background in international law and regional integration law complements his work with the African Centre for Law and Public Interest Technology (ACLPIT). He is currently working on a paper examining labour protections for gig workers on digital labour platforms.
