Biography

Vera Kabasiita Nakatumba is Deputy Executive Director of the African Centre for Law and Public Interest Technology, where she co-leads the Centre's work at the intersection of law, artificial intelligence, and digital governance across Africa. She directs the Centre's Legal Tech Dialogues research and events series, which convenes practitioners, policymakers, and technologists around data protection, digital rights, and emerging technology regulation, and she authored the Centre's strategic partnership proposal with Uganda's Personal Data Protection Office. She contributed to the Africa Big Tech Accountability Summit 2026, examining platform accountability and cross-border data governance in African markets. An advocate practising with Diamond Advocates in Kampala, Vera advises on data protection and privacy compliance under Uganda's Data Protection and Privacy Act, 2019, drawing on comparative analysis of international frameworks including the GDPR. Her practice spans technology law, cybersecurity and risk management, commercial contracting, and regulatory advisory for data-driven and platform-based businesses. She also serves as Company Secretary to Malticard Uganda Limited, overseeing statutory compliance, corporate governance, and licensing frameworks. Vera holds a Bachelor of Laws from Makerere University and a Post-Graduate Diploma in Legal Practice from the Law Development Centre. She is additionally certified in cyber forensics, cyber crime, cyber security, and cyber law by the Institute of Forensic Science, India. Her work is animated by a conviction that Africa's digital transformation must be governed by rules made on the continent, for the public interest, rather than inherited wholesale from elsewhere.
